How to read these

Level 1 is always the least-concern end of every criterion. Higher number, more concern. The full definitions are on Criteria & Levels.

Every one of the 158 entries has a brief, including the 13 where the evidence folder holds nothing bearing on one or more criteria. Those criteria are marked NOT ASSESSED on the page itself, which says what we hold rather than making a finding about the agent. A level is never invented to fill a gap, so those entries cannot be exported to 1000minds, which accepts no empty cells.

All 158 briefs have been reviewed and signed off.

Each level shows the evidence it rests on, quoted, under Basis. The reasoning from that evidence to that level is behind How this level was decided — collapsed because it is the working argument rather than the finding.
